The most common reason for this happening is that you haven't set the availability of the Technician/Team:
Make sure to mark their availability for each day as 'Available' and then set the Start/Stop times:
Other reasons:
Their availability has to match the date/time of the job you are assigning them
If they are part of a Team but are not available for the job then the entire team will be NOT be available for selection
